Position Title: Statistical Capacity Assessment Consultant – Support to MoPEDIC Statistics Department
The Puntland Ministry of Planning, Economic Development and International Cooperation (MoPEDIC) invites applications from qualified and experienced consultants for the position of Statistical Capacity Assessment Consultant. This is a short-term consultancy assignment aimed at supporting the MoPEDIC Statistics Department to conduct a comprehensive assessment of statistical infrastructure and capacity across government institutions.
The consultancy will play a critical role in assessing existing statistical systems, identifying institutional and technical capacity gaps, and producing evidence-based recommendations to strengthen official statistics. The assignment will also contribute to the development of policy-oriented outputs to support informed decision-making and prioritization of investments in statistical capacity.
Key Responsibilities
The Consultant will be responsible for undertaking the following tasks, in close coordination with the MoPEDIC Statistics Department:
- Develop and apply the approved statistical capacity assessment questionnaire and related tools to assess statistical infrastructure and practices across government institutions.
- Conduct surveys and key informant interviews with relevant ministries, agencies, and departments to collect information on institutional arrangements, human resources, data systems, and statistical practices.
- Ensure the accuracy, consistency, and completeness of collected data through validation checks, follow-up consultations, and cross-verification of information.
- Analyze quantitative and qualitative data to identify strengths, weaknesses, and capacity gaps affecting the production, management, and use of official statistics within government institutions.
- Prepare a comprehensive assessment report detailing findings, capacity gaps, and actionable recommendations for institutional strengthening. Develop policy briefs targeted at senior decision-makers to support prioritization of investments in statistical capacity.
Qualifications and Requirements
Interested candidates should meet the following minimum qualifications:
- Master’s degree in Statistics, Economics, Demography, Development Studies, Public Policy, or a related field.
- At least 7 years of proven experience in official statistics, institutional capacity assessments, surveys, or research within the public sector.
- Demonstrated experience in designing and implementing surveys, conducting institutional assessments, and performing data analysis.
- Strong knowledge of statistical systems, data management processes, and capacity development approaches.
- Excellent analytical, report-writing, and presentation skills.
- Experience working with government institutions in Somalia or similar contexts is a strong advantage.
