  1. Background

The Puntland Ministry of Planning, Economic Development & International Cooperation has completed the formulation of Development Plan 4 (PDP-4) which is currently ready for official launching and dissemination. 

This is a comprehensive five-year Development agenda (2026–2030) aimed at fostering socio-economic development and strengthening state institutions in Puntland through five strategic pillars: 

  1. Inclusive Politics, Good Governance, and Decentralization
  2. Security and Justice and rule of law reforms 
  3. Economic Development
  4. Social Services Development
  5. Environmental Sustainability and Climate Change Action. 

The endline review of the previous development plan-3, highlight that one of the key challenges undermined the successful implementation of that cycle development plan was lack of effective implementation roadmap, robust M&E, functional coordination mechanism and less engagement of local governments. In this term, the Ministry of Planning has established an effective strategic action framework aimed to address this gap. This includes to ensure that the plan should be community centered development agenda by adapting broad consultative bottom up approach commencing from community and local government level. It also outlined comprehensive implementation roadmap with a robust M&E framework, and function coordination structures at both pillar and sub-pillar levels involved engagement of all stakeholders from the various domains. 

To realize this strategy, the Ministry of Planning with the support of the SSF planned: 

  1. Organizing a high-level launching and dissemination event to formally present the PDP-4 to Government Ministries, Departments and Agencies (MDAs), local administrations, civil society, private sector, and development partners.
  2. Conduct training for planning officers from MDAs and local governments on Results-Based Management (RBM) and practical procedures for translating PDP-4 strategic priorities into sectoral and local implementation roadmaps and annual work plans.
  3. Conducting sensitization and consultation workshop to harmonize Districts Development frameworks with the Puntland Development Plan-4.

Therefore, as part of the partner procurement plan framework and for the sake of the tightness of the activity timeline, the Ministry of Planning intends to recruit a consultancy that facilitates the implementation aforementioned activities. The firm will administer event management, facilitation and delivery of trainings, and procurement and logistical services.

  • Purpose of the Consultancy

The purpose of this consultancy is to provide comprehensive technical, logistical, and facilitation support to the Puntland Ministry of Planning, Economic Development and International Cooperation in the effective rollout and operationalization of the Puntland Development Plan-4 (2026–2030). The consultancy will ensure the successful implementation of key activities critical to launching and disseminating the PDP-4, strengthening institutional capacities for Results-Based Management (RBM), and aligning district-level development frameworks with the national development agenda.

The overall objective 

The overall objective of this consultancy is to provide comprehensive technical facilitation and logistical support to the Puntland Ministry of Planning, Economic Development & International Cooperation (MOPEDIC), to ensure the effective launch, dissemination and operationalization of the Puntland Development Plan-4 (2026-2030)

Specific Objectives

  • Support the official launch and dissemination of PDP-4 by organizing and facilitating a high-level event that clearly communicates the Plan’s vision, priorities, implementation framework, and institutional arrangements to government institutions, local administrations, civil society, the private sector, and development partners.
  • Strengthen institutional capacity for PDP-4 implementation by delivering practical training to planning officers from Ministries, Departments and Agencies (MDAs) and local governments on Results-Based Management (RBM), including the translation of PDP-4 strategic priorities into sectoral and district-level implementation roadmaps and annual workplans.
  • Facilitate alignment between district development frameworks and PDP-4 through structured sensitization and consultation workshops that promote coherence, coordination, and harmonization between state-level priorities and local development planning.
  • Ensure efficient delivery of planned activities within tight timelines by providing end-to-end logistical, administrative, and procurement support in line with MoPEDIC and SSF procedures and standards.
  • Support accountability and learning by producing high-quality technical, financial, and documentation reports that capture outputs, outcomes, lessons learned, and recommendations to inform ongoing PDP-4 implementation and coordination mechanisms.
  •  Scope of Work

The consultancy firm will undertake the following tasks:

A. High-Level Launching and Dissemination Event

  • Develop an event implementation plan including agenda, program flow, guest list coordination, protocols, and communication materials.
  • Provide full event management services including venue arrangements, branding, audio-visual setup, documentation, media coverage, and participant management.
  • Prepare high-quality presentation materials, briefing notes, and dissemination tools (digital and print).
  • Support MoPEDIC in facilitating presentations, and discussions during the launching event.

B. Capacity Building Training on RBM and PDP-4 Implementation

  • Design a tailored RBM training curriculum aligned with PDP-4.
  • Deliver a multi-day training workshop for planning officers from MDAs and local governments.
  • Provide practical training on developing sectoral implementation roadmaps and annual work plans based on PDP-4 priorities.
  • Develop and distribute training manuals, templates, and job aids.
  • Conduct pre- and post-training assessments and provide a training report with recommendations.

C. Harmonization and Sensitization Workshops with District Governments

  • Facilitate workshops bringing together district administrations to sensitize stakeholders about PDP-4.
  • Support technical harmonization of district development plans/frameworks with PDP-4 strategic priorities.
  • Document consultation outcomes and provide technical reports with recommendations for alignment.

D. Logistical, Administrative, and Procurement Support

  • Secure suitable training venues with adequate space, AV equipment, and seating arrangements.
  •  
  • Arrange venues, refreshments, transport reimbursements, accommodation, and training materials for all activities.
  • Facilitate and manage transportation and accommodation arrangements for all eligible participants attending trainings and workshops held outside Garowe, ensuring timely coordination, comfort, and compliance with MoPEDIC and SSF logistical standards.
  • Ensure high standards of hygiene, comfort, and participant satisfaction during events.
  • Provide reliable, insured 4×4 vehicles with professional drivers for training participants coming from outside Garowe.
  • Manage procurement of supplies and services in line with SSF and MoPEDIC procedures.
  • Ensure timely coordination and communication with MoPEDIC focal points.
  • Provide photography, videography, media documentation, and final communication packages.

E. Reporting, Coordination and compliance 

  • Submit inception report with workplan and methodology.
  • Provide progress updates throughout implementation.
  • Cooperate with MoPEDIC, and SSF monitoring missions and spot checks.
  • Submit financial document, technical reports and meetings minutes within a week following the end date for every event. 
  • Submit a comprehensive final financial and technical reports covering all activities, outcomes, lessons learned, and recommendations of the program on 15th Feb 2026.
  • Eligibility Criteria

Interested firms/Organization must meet the following eligibility requirements:

  1. Valid registration and business license issued by the Puntland Ministry of ecommerce, Industries and Investment.
  2. Tax compliance certificate from the Puntland Ministry of Finance.
  3. Company profile detailing relevant experience, technical capacity, and list of key personnel.
  4. At least three (3) years of proven experience in the requested service category.
  5. Past performance evidence copies of previous contracts, completion certificates, or recommendation letters from reputable organizations.
  6. Financial capacity recent bank statements or audited financial reports (last 12 months).
  7. For consultancy firms: list of professional consultants with relevant qualifications.
  8. For transport providers: list of available vehicles and ownership documentation.
  9. Bidders’ Submission Requirements

Interested and eligible consultancy firms are required to submit

  1. Technical Proposal (understanding of assignment, methodology, and work plan).
  2. Financial Proposal (itemized cost breakdown).
  3. Company Profile and Registration Documents and tax clearance.
  4. CVs of Key Personnel demonstrating relevant expertise.
  5. Evidence of prior experience and references in similar assignments.
  • Duration and Validity

The Contract will be valid for five (5) months, starting from 1st Jan ,2026 to 31st May, 2026, subject to performance review and renewal upon satisfactory delivery.

  • Advertisement and Duration

This procurement notice was publicly advertised starting 24th Nov, 2025 through the official page of the Puntland Ministry of Planning, Economic Development & International Cooperation.
The advertisement will remain open for four (4) weeks, as per the Ministry’s procurement policy. Therefore, the Deadline for submission: the bidder must submit the technical proposal and the financial proposal on 22nd Dec, 2025, 4:00 PM (local time). Incomplete or late submissions will not be considered.

Applications will be evaluated based on the following:

The overall lead of this project at the Puntland level is the Ministry of Interior, Democratization and Federal Affairs, in collaboration with the Ministry of Youth and Sports as the implementing partner. The project is funded by the Somali Stability Fund (SSF).

All project payments will be made on a reimbursement basis, in accordance with the approved financial procedures and reporting requirements.
