Position Title:  WASH Sector Wide Sustainability Check (SWSC) National Coordinator

The Puntland Ministry of Planning, Economic Development, and International Cooperation is pleased to announce a recruitment opportunity for the position of WASH SWSC National Coordinator. The National Coordinator will play a key leadership role in designing, planning, and executing the WASH Sector-Wide Sustainability Check (SWSC) assessment. This position will also be responsible for coordinating the production of a comprehensive report on the assessment findings. This is a short-term consultancy role, essential for conducting the assessment that will inform WASH program planning and support evidence-based decision-making.

Key Responsibilities:

The Consultant will be responsible for ensuring the following activities have been undertaken following the SWSC guidelines[1] and will contribute to the coordination of these activities:

  1. Development of Survey Instruments: Design and refine survey tools, including questionnaires, interview guides, and observation checklists, that are culturally appropriate and aligned with the objectives of the SWSC.
  2. Field Data Collection:  Plan and conduct field visits to various regions in Puntland to monitor the progress of data collection and provide support to field teams. Ensure that data collection adheres to the agreed-upon methodology and that any challenges encountered are promptly addressed.
  3. Data Validation and Quality Assurance: Implement data validation processes, including spot checks and follow-up interviews, to ensure the accuracy and reliability of the data. And Review and cross-check data entries for consistency and completeness.
  4. Secondary Data Compilation:  Gather and analyze existing data from previous assessments, reports, and studies to complement the primary data collected during the SWSC. Integrate secondary data with primary data to provide a comprehensive overview of WASH sustainability in Puntland.
  5. Report Writing and Presentation: Draft detailed reports that include analysis, findings, and recommendations for improving the sustainability of WASH services. And prepare visual aids and presentations to effectively communicate the results to stakeholders.
  6. Stakeholder Engagement and Feedback: Engage with stakeholders throughout the SWSC process to gather their inputs and ensure their concerns are addressed. Organize feedback sessions with stakeholders to discuss preliminary findings and refine the final recommendations.

Qualifications and Requirements:

  • Masters ’s degree in Statistics, economics, Project management or any other relevant subject.
  • At least six years of proven experience in the planning and implementation of complex surveys and research programs, demonstrating expertise in study design, data collection, and analysis methodologies.
  • Familiarity with the standard principles, techniques and methodologies for survey sampling, and data processing and analysis. 
  • Strong analytical and quantitative skills, with proficiency in statistical software and economic modelling techniques.
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
